La description

Under the supervision of national security and logistic Manager with advisory from du Emergency team leader, he/she shall be in charge of:

 following up the security context, defining and implementing plans and procedures for managing security and safety of CARE employees;

 collaborating with the project managers and support sections and shall report to the Chief of Base.

LOGISTIC SUPERVISION FUNCTIONS

  1. Logistic management

 Ensure effective organisation of logistic operations and optimal use of logistic resources at the level of the base;
 Control, analyse and validate monthly cost and consumptions and repairs of project vehicles and at the level of the base;

 Ensure that all vehicles are insured and that all legal documents are UpToDate (Carte grise, IM5 etc.);
 Ensure that all vehicles are used in accordance with CARE procedures and donors’ obligations;
 Ensure adequate use of fuel and prepare timely monthly reports on use of fuel;
 Ensure preparation and dissemination of monthly performance reports vehicles, generators and motorcycles.

  1. Supervision and control of inventories at the base

 Supervise the proper use of equipment and stocks according to policy in force;
 Communicate to the logistic Service in Yaoundé all requests of matriculations for equipment on reception at a value of 200 000 XAF and above and make sure that the inventory numbers are pasted or written on the equipment;
 Ensure regular update of the inventory data base and stocks (stock management, inventory management) at the base;
 Ensure effective management of the petrol bonds and Tom Card to avoid ruptures in stock and to guarantee entries and outings in fuel preservation of all justification items;
 Ensure that monthly consummation reports are transmitted to Yaoundé latest the 5th of the following that of report accompanied by all justification items;
 Share with projects on monthly bases reports on stock and fuel.

  1. Management of procurement policy

 Assist the Project Manager in the elaboration, implementation and follow up of the procurement plan;
 Supervise purchase operations for the main office and projects in accordance with the policy of CARE Cameroon and donors;
 Ensure that donor procedures are respected;
 Put in place a data bank of service providers and communicate to the National Logistic Coordinator in Yaoundé for control in Bridger for all new providers before contracting or placing any purchase order;
 Ensure the preparation and dissemination of weekly purchase control boards;
 Follow up the requests from projects assist other collaborators in execution of their functions;
 Ensure that all exoneration requests are transmitted to the Logistics Service in Yaoundé according to timelines and that projects don’t pay TVA or custom duties.

SECURITY FUNCTIONS

  1. Security management

 Ensure leadership and management of the security section of CARE Cameroon BUEA Office;
 Ensure an efficient coordination of security information and advice to programmes and operations (including logistics, finance, administration, human resources);
 Ensure implementation and update of the security and contingency plans, procedures and standards;
 Define detailed objectives and draw up trimestral plan of activities in collaboration with the Logistic and Security Manager in main office in Yaoundé;
 Ensure the strict implementation of CARE policy in relation to security.

  1. Security watch, context, risks and threats analyses

• Develop and keep on Daily bases an extended network on the field to monitor major changes in the security and social context in the region, more particularly in the intervention areas and their environs;
• Collect and analyse pertinent information on the context in the intervention zones of CARE and submit to the Chief of Base for decision making;
• Answer to programmes request with respect to security analysis within the framework of implementation of their activities;

• Participate in all other security evaluations as requested by the hierarchy.

  1. Briefing, training and capacity building

 Organise briefings for CARE employees and visitors on the prevailing security situation and evolution of the security environment;
 Ensure update and dissemination of CARE security management tools at the level of the base in order to guarantee their understanding by CARE Employees.

  1. Security management during operation (interventions)

 Verify the implementation and application of security procedures and protocols in all CARE interventions (operations);
 Ensure regular update of security management tools (staff movement follow up, incidents follow up, orientation tools etc.);
 Ensure regular communication with contacts on the field;
 Should be updated with information on armed groups and prevent all threats on activities, CARE’s physical and human resources, in order to guarantee the security of CARE employees during field missions;
 Ensure preparations and authorize missions to the field; advice in matters of security management during preparation of missions;
 Ensure update in communication protocols and continuous follow up of employees during field missions and in urban towns;
 Supervise Security stocks of offices and CARE residences, maintenance of security reserves in the offices/residences;
 Supervise the security aspects of the security guard company contracted by CARE. Carry out regular verification of the quality of services provided;
 Coordinate with Logistics, Finance and Administrative departments in order to ensure efficient security management during operations.

  1. Reporting and participation in security and information meetings

 Write daily, weekly and monthly security reports on evolution of the security situation. Communicate all restrictions to movements in the intervention areas;
 Participate in meetings relating to security of NGOs, United Nation etc;
 Write minutes of different meetings or interviews related to security;
 Participate in surveys of circumstances related to non-respect of security norms by employees on the field;
 Adhere to CARE policy (among others Code of Conduct, / Obligatory Reporting policies etc.

Prérequis

 Graduate degree/diploma in Supply chain management or its equivalent in relevant field;
 Minimum 3 years’ experience in similar role (NGO field or country head office preferred);
 Coordinated immediate response to the protection needs women, men, girls and boys in FAKO Division of the South-West Region of Cameroon;

 Knowledge of UE donor regulations will be an added advantage;
 Excellent IT skills, particularly in Word, Excel and email is mandatory;
 Technical IT skills, such as networking and problem solving is an advantage;
 Excellent managerial skills, with ability to work with a multidisciplinary team and good communicator;
 Highly organized and self-motivated;
 Ability to work under high pressure and prioritize tasks;
 Written and spoken English with spoken Pigging is a must;
 Resident of South West region is desirable;
 Demonstrates attention to details, respect to procedures, meeting timelines, with an integral approach to solving problems;

 Capacity to organize, prioritize and results-based management;
 Capacity to adapt;
