CHIEF OF PARTY, CHILL

CARE seeks a Chief of Party for an anticipated PEPFAR/USAID-funded HIV opportunity, the Community HIV/AIDS Investments for Longer and healthier Lives(CHILL) program in Cameroon. CHILL will build on achievements of the PEPFAR/USAID-funded CHAMP program which concludes in September 2019. The CHILL program goal is to reduce HIV/STI infections and related morbidity and mortality and ease the impact of HIV on the socioeconomic development of Cameroon. CHILL will also aim to improve the Government of Cameroon and civil society technical capacity to implement evidence-based prevention, care and treatment services to key populations in Cameroon. This cooperative agreement is anticipated to be in the in the USD$10-$25-million range. The procurement is expected to be released in May 2019.

CARE is the incumbent on CHAMP I and currently oversees grants to seven community-based organizations that serve as the frontline partners implementing peer-led prevention, care and treatment, and advocacy interventions.

This position is subject to project award and funding. International relocation and allowances may be available. This position will be based in Yaoundé, Cameroon.

The Chief of Party is accountable for the overall vision and leadership of the project, and achieving project objectives and results. The successful candidate should possess significant experience managing program, financial, and administrative operations of USAID/PEPFAR-funded programs.

Primary Responsibilities:

• Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan.
• Serve as the primary liaison, and build and maintain productive working relationships with USAID, other USG agencies, project partners, and key stakeholders.
• Manage the project’s operational, financial, and administrative priorities; direct the planning and budgeting processes. Create or adapt management systems in line with CARE’s standard operating procedures, ensuring consistency with project needs.
• Build partnerships among international -, national- and community-level stakeholders.
• Design and oversee an annual project cycle in accordance with USAID’s annual planning cycles.
• With staff and partners, translate project goals and objectives into implementable strategies and plans. Oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the project’s targets.
• Represent the project at high-level meetings, conferences, and other fora.
• Guide team members to fulfill the project’s strategic goals and objectives.
• Supervise and mentor senior staff, delegating responsibilities as appropriate. Clearly communicate expectations for staff performance.
• Improve the capacity of indigenous organizations to manage PEPFAR/USG funding and implement evidence-based prevention, care and treatment services to key populations in Cameroon.

Required Skills and Experience:

• A minimum of a Master’s degree in a relevant field (e.g., public health, public policy and/or administration, social sciences, international development, community development or equivalent experience)
• Minimum of 10 years of senior-level experience in international development project management (USAID or PEPFAR program management required). Previous Chief of Party, Deputy Chief of Party, or senior management experience on programs in support of HIV prevention, care and treatment programs in developing countries, preferably in West and Central Africa.
• Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
• Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
• Expertise in two or more of the following technical areas: prevention; treatment, care and support; monitoring and evaluation; policy advocacy; systems strengthening; health information systems; violence prevention and response, and/or HIV and human rights
• Demonstrated commitment to, and experience in, implementing evidence-based HIV programs focused on strengthening HIV services for key populations, including female sex workers and their clients, men who have sex with men, transgender people, and other vulnerable and priority populations (e.g. people living with HIV, people who inject drugs, migrant populations, military, etc.), including deep contextual understanding of key challenges and opportunities related to implementing HIV programs for key population programs in Cameroon and/or West Central Africa.
• Demonstrated commitment to the inclusion of Gender, Equity, and Diversity initiatives and values into CHILL programming as well as internally with CHILL staff.
• Commitment to collaborative learning and adaptation (CLA) and sharing of programmatic and research results to benefit learning. Demonstrated track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
• Excellent demonstrated interpersonal and negotiation skills.
• Experience recruiting, developing, and managing staff and teams.
• Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
• Fluency in English and French (spoken and written) is required; knowledge of local languages is a plus.
• Ability to travel within project areas of Cameroon as may be required.
