role PURPOSE

Plan International Cameroun is child-centered community development international NGO, without religious, political or governmental affiliation, established in Cameroon since 1996 and working to improve the well-being of children, in collaboration with communities. Child sponsorship is the foundation of the organization. Thanks to the financial support of the UNHCR, Plan International Cameroon will implement in 2018, the “Protection and Assistance to Refugees and Asylum Seekers in Urban Settings in Cameroon” project.

An important part of the Programme is Child Protection. UNHCR's individual registration revealed that the refugee population of Douala / Yaoundé has more than 10,846 children (as of 31 October 2017). Some of the refugee children face protection problems that have a negative impact on their lives. We note the presence of several unaccompanied / separated children, street boys / girls, orphans, out-of-school / out-of-school children (notably due to lack of civil documentation), children with disabilities, and children at risk; Violence and / or sexual exploitation; child-mothers; and children exposed to abuse or violence in the family

The Programme also aims to reduce the risk of sexual and gender-based violence in the refugee communities in Douala and Yaoundé. It will cover the components of (i) Prevention of SGBV, through capacity building (training, sensitization etc.) and (ii) Community participation, through the establishment of a community protection committee to identify cases, SGBV case tracking, but also SGBV survivor response / care, as mentioned above.

As part of the interventions for the benefit of the urban refugees of Yaoundé and Douala, CP&SGBV-A is needed to:
  • Prevent risks of abuses and violences, especially for girls and women
  • ensure that children at risk benefit from durable solutions that are in their best interests,
  • Reduce the risk of sexual and gender-based violence in the refugee communities in Douala and Yaoundé.

The position does not have direct report; however, the incumbent will work closely with the responsible of all components of the Programme as well as the case workers, child protection committees within communities and schools and the government related entities.

The CP & SGBV-A will provide effective capacities and technical guidance in management including the implementation, monitoring and evaluation of CP & SGBV related activities at the field levels and unaccompanied/separated children to prevent and mitigate Protection-Sexual and Gender Based Violence cases. The CP & SGBV-A reports to the In charge of the Social Component. Two CP & SGBV-

Accountabilities
  • Assessment
  • Conduct needs / gaps and capacity participatory assessments on child protection and Sexual and Gender Based Violence (CP&SGBV) at community and school levels
  • Map existing services to address CP & SGBV in the various affected areas, including identifying community capacities and structures for potential partnership
  • Program Design
  • Mapping of the institutional response capacities to CP & SGBV within the programme implementation zone
  • Support data collection, writing of concept notes/proposals and resource mobilization initiatives around CP&SGBV
  • Assist the ENA and ES in collaboration with the case workers and the In charge of Social Components.
  • Strengthen community capacities through training and sensitizations
  • Set up community protection committees in charge of identification, monitoring of SGBV cases as well as the response to victims of abuses
  • Referral of cases to the competent actors using core referral mechanism
  • Organize, empower School Management Committees for Child Protection on international protection for refugee, CP&SGBV prevention and response, so as to contribute to the improvement of protection within schools.
  • Build the capacities of teachers and the Parents Teachers Association (PTA) members on school codes of conduct to strengthen CP&SGBV prevention and response in schools
  • Built and Maintain collaboration between community-based protection committees and School Management Committees for Child Protection to prevent the risk of violence, intimidation and harassment at school and to know how to use the mechanisms of reporting or denunciation of abuse by protecting girls and boys
  • Promote sharing of experiences between unaccompanied/separated children on the one hand, and between host families on the other hand on good family conduct, the fight against early pregnancy, improvement of unaccompanied/separated children care so as to maintain cohesion between host parents and unaccompanied/separated children
  • Support SGBV survivors through active listening, home visits, referral to appropriate structures (health, psychology, justice, mediation, professional training), referral to other state dedicated services (Women and family empowerment centre-CPFF, the Social
  • Monitoring, Evaluation, Accountability and Learning
  • Make frequent field visits in the refugee community, schools, structures involved in the management vulnerabilities and victims of SGBV to monitor implementation of activities, identify and report opportunities or constraints or any adjustments needed
  • Ensure good follow up of all referred cases and report accordingly;
  • Ensure corporate and UNHCR CP&SGBV, education policies are respected and all concerns reported.
  • Assess best practice, document and disseminate lessons learned
  • Administration
Support the In charge of the social component with the designing of training material; delivery of training on CP&SGBV prevention and response to case workers, community relays; Peer educators of community-based protection committees, School Management Committees for Child Protection and other key stakeholders; and brief new staff on CP&SGBV prevention and response strategies and approaches.
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Key relationships
  • Frequent and high-level contacts with the decentralized State services, the refugee community, girls, boys, men and women including those living with a disability, as part of the day-to-day execution of social program activities;
  • Average internal contacts with other members of the social program team and externally with the UNHCR team to ensure an integrated response to the needs of the target
  • Low contact with the Plan International Cameroon Management Team
Technical expertise, skills and knowledge

Essential

Knowledge
  • University degree in Law, International Law, political Sciences; gender based thematics or related field
  • At least 03 years practical working experience in CP&SGBV in emergency or with a developing organization.
  • Excellent written and verbal communication skills
  • Awareness and sensitivity of self and others: Demonstrates awareness and sensitivity to gender and diversity. Have experience and the ability to live and work in diverse cultural contexts in a culturally appropriate manner. Has a capacity to make accurate self-assessment particularly in high stress and high security context
