ROLE PROFILE
role PURPOSE
Plan International implements a social project for urban refugees and asylum seekers (Douala, Yaoundé) ensuring protection, social assistance and livelihood for beneficiaries. This position is responsible for overall coordination of activities implemented in accordance with the Project Partnership Agreement (PPA) signed between Plan International and UNHCR. The Project Coordinator will ensure quality planning, monitoring and evaluation of project activities. S/he will work closely with the Project Manager, the Livelihood specialist, the project team, the sectorial ministries including Ministry of Agriculture (MINADER), Ministry of Youth and Civic Education (MINJEC), Ministry of Women Empowerment and Family (MINPROFF), Ministry of Social Affairs (MINAS), the National Employment Fund (FNE), GICAM, schools; Microfinance institutions including Credit du Sahel to ensure implementation of project activities as planned. S/He will actively organise the coordination meetings with the teams in Douala and Yaoundé, advocate and gain support from local community leaders, stakeholders.

Dimensions of the Role
- S/He supervises a team of about 10 staffs based in Douala and has a delegated authority to approve petty cash expenditures.
- The Coordinator will be based in Douala within the office of the Plan International/UNHCR urban refugee project.
- The Coordinator serves as Office Coodinators for Plan’s work in Douala
- Strong relationship with UNHCR partners is required
1. Project Management
- Ensure the implementation of all social project activities within the deadlines and standards required by Plan International Cameroon and UNHCR procedures (protection of children, GBV, education and strengthening of the economic power of victims of GBV and case management) ;
- Ensure that the logical framework of the project is well understood by the project team;
- Supervise the work of the project team in Douala;
- Make frequent trips to the project areas to monitor project activities, identify opportunities and constraints and propose any necessary adjustments, including capacity building;
- Contribute to the identification of progress, priorities and constraints of project implementation;
- Ensure that an effective and adequate response is given to all cases of child protection and gender-based violence identified by the project team;
- Contribute to new project proposals design to ensure the continuity of the assistance to urban refugees as well as IDPs;
- Ensure the timely submission of periodic project reports;
- Represent Plan in coordination meetings for refugees in Douala;
- Identify potential partners who can help fill the gaps in refugee care in Douala;
- Ensure that Plan’s child protection and youth safeguarding policy is respected and all cases of abuse are reported;
- Support need assessment as well as evaluation of interventions;
- Support fund raising in line with the implementation of the country strategy of Plan International;
- Conduct consultations with various stakeholders including financial and Business Development Service Providers, Private Sector (companies, chambers of commerce, employment agencies, and business associations), Training Institutes (public and private).

- Ensure good coaching for strengthening the capacities of staffs;
- Ensure development and follow up of coaching and mentoring plans;
- Ensure implementation of Plan policies and values.
- Support the long-lasting integration/inclusion of urban refugee and asylum seekers into existing programmes/services and in the local economic circuit through decent employment or self-entrepreneurship;
- Engage Development partners to support the economic inclusion of urban refugees in Douala.
- Engage in advocacy for the respect of the rights of refugees.
- Ensure full package of refugees-UNHCR and DAFI programs as a comprehensive package.
- Administration
- Ensure good management of the project premises and assets in Douala;
- Represents Plan International in all interactions with the public services and partners in Douala;
- Supports Plan’s operations in Douala

Essential
- Be a holder of at least a Bachelor degree or equivalent in social sciences, or other relevant field.
- Be able to speak French and English.
- At least 3 years’ experience in emergency and/or with a developing organization.
- Have a good knowledge and field experience in urban refugee policy, guidelines
- Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset.
- Good team management skills
- Excellent written and verbal communication skills.
