TITLE: Community Engagement Officer
LOCATION: Yaoundé, Cameroon
REPORTS TO: Technical Director

Background
The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 19 countries and at over 7,000 sites around the world, with a mission to end pediatric HIV/AIDS through research, advocacy and prevention and treatment programs.

Job Summary:
The Community Engagement officer will be expected to build capacity of partner organization, facility-based personnel and Community Health Workers to expand access to community Services for Pediatric HIV care and treatment, identification and management of GBV and post-rape cases in Cameroon. This project aims to scale up an innovative, facility-based approach to expand adherence and retention in HIV Care and management of GBV and post rape cases. The Community Supervisor will mentor and build capacity of Community Health Workers (CHWs) working in project sites and ensure their supervision and coordination with community partners as well as community organizations. S/he will ensure adherence to care and treatment protocols for ART patients, victims of GBV and post rape cases.

Job responsibilities:
➢ Provide and support capacity building and mentoring of partners’ organization involved in implementing GBV and Post rape care(PRC) and management programs.
➢ Ensure continuum of activities from supported health care facilities to surrounding communities.
➢ Ensure that program is aligned to National Community Health or Community engagement strategies.
➢ Provide Capacity building and supervision of Community Health Workers and other project staff involved in Pediatric HIV Care and Treatment, GBV and Post rape care and management programs.
➢ Work closely with Technical Advisor, partner organization, program teams in the design and the implementation of community GBV/PRC and treatment program, with linkages to health facilities, as per project outcomes and outputs.
➢ Support and Work closely with community partners to support strengthening and expansion of project activities in the community.
➢ Develop and coordinate community level communication campaigns that modify behavior and inform key stakeholders at the community.
➢ Liaise closely with community partners, district and community leaders and community staff to help strengthen the link and partnership between communities and facilities.
➢ Develop and implement service delivery strategies for accessing hard-to-reach populations, including the identification of opportunities to integrate HIV/AIDS, GBV and PRC management at all levels of health facilities and community organizations.
➢ Assist with development, implementation and review of annual work plans within established budgets and timelines.
➢ Monitor supportive supervision activities, community identification, dispensation and CHW referrals to health facilities.
➢ Support assessment and evaluation of community efforts, to inform on gaps , corrective actions and documentation of best practices.
➢ Monitor CHW performance and help address issues of service quality.
➢ Assist with drafting, editing and proofreading of technical materials and appropriate reports of program activities and results to the donor, including progress reports, activity charts, and annual reports as requested.
➢ Ensure compliance with EGPAF and donors operational policies and regulations.
➢ Work collaboratively with other project team members to ensure necessary project planning, resource availability and management activities function smoothly and efficiently
Required Qualifications:
➢ An appropriate degree (Sociology, Anthropology, nursing, related science) and a Master’s in Public Health will be a plus.
➢ At least 3 years’ experience working in NGO and at least 5 years working in Community programs, practical technical skills in HIV and GBV necessary for strengthening this service delivery at the provincial, clinic and community-level.
➢ Qualification as a “master trainer”; experience training health workers on social, psychosocial or community aspects related to community linkages, HIV and GBV.
➢ Experience building capacity at individual and organizational levels.

Preferred Skills

➢ Skill in at least two or more of the following technical areas: strengthening service delivery programs, training, performance and quality improvement.
➢ The ability to liaise with relevant stakeholders, executives of NGOs, FBOs, CBOs, and senior members of the donor community;
➢ Demonstrated in-depth understanding of the Cameroonian healthcare system, particularly the public health system, experience living and working in the system is plus.
➢ Perfectly bilingual
➢ Ability to work in a complex environment with multiple projects/tasks, short deadlines, competing deadlines and intense pressure to perform
➢ Awareness of, sensitivity to, and experience in working in multiple socio-economic settings and with multi-cultural staff and groups.
➢ Ability to develop productive working relationships with counterparts in other agencies and organizations
➢ Excellent facilitation, oral and written communications skills
