With funding from CDC/PEPFAR Cameroon for the Atteindre95 project, EGPAF is supporting the Ministry of Public Health and the Government of Cameroon to scale-up HIV Testing Services (HTS) to ensure that 95% of people living with HIV know their status, that 95% of them are initiated on ART, and that 95% of those on ART are virally suppressed. EGPAF is also supported by other donors such as Unitaid to implement innovative approaches for Early Infant Diagnosis of HIV and catalysing Pediatric Tuberculosis services.

Purpose of the Job

The Elizabeth Glaser Pediatric AIDS Foundation is seeking to recruit 5 HIV Services Senior Technical Officers to be based in the Douala, Littoral region. S/He will be responsible for providing coordination, technical, leadership and management support to implementation of high quality and integrated HIV prevention, testing and treatment services for children, adolescents, adults and pregnant and breastfeeding women across assigned EGPAF supported sites. S/he will provide technical oversight and capacity building to health care workers in supported sites to assure delivery of quality, relevant and quantifiable services. S/he will ensure all HCWs and other support staff have capacity/skills to manage, deliver and sustain provision of comprehensive HIV prevention, diagnosis, care, and treatment services for pediatrics, adolescents and adults while integrating these services with other primary health services in out-patient, in-patient, TB, nutrition, Child Welfare Clinics (CWC) and MCH settings. S/he will work with the M&E team to standardize quality by taking lead in continuous quality improvement, tracking key performance indicators and strategies to determine progress and innovations across supported sites. S/he will take the lead in the planning of health systems support and health systems strengthening activities designed to increase quality of HIV care and treatment interventions, build capacity of HCWs in supported sites with an aim of achieving sustainable competencies and skills.

Key Responsibilities:

· Oversee the planning and implementation of HIV and TB/HIV prevention, testing, care and treatment services amongst children, adolescents, adults and pregnant and breastfeeding women at EGPAF-supported facilities in the cluster

· Provide on-going supervision of EGPAF-supported sites for HIV and TB/HIV prevention, testing, care and treatment services sites for paediatrics adolescents and adults and pregnant and breastfeeding women; Treatment Adherence Support, and GBV (Gender based Violence)

· Participate in training, coaching and mentorship of HCWs at supported sites

· Ensure availability and proper usage of programmatic tools and standards of care in all supported sites for all HIV services

· Provide technical support for planning and implementation of HIV and TB/HIV prevention, testing, care and treatment services among children, adolescents, adults and pregnant and breastfeeding women at EGPAF-supported facilities

· Provide capacity building and technical support on performance improvement to the technical project components including HTS (HIV Testing Services), PMTCT (Prevention of Mother to Child Transmission), Treatment Adherence Support, GBV (Gender based Violence), and supply chain management in both laboratory and pharmaceutical commodities

· Assist in monitoring and evaluation and ensuring quality assurance of HIV and TB/HIV prevention, testing, care and treatment services amongst children, adolescents, adults and pregnant and breastfeeding women

· Liaise with district and cluster health officials and other stakeholders in coordinating the implementation of the HIV services in each supported site

· Ensure timely preparation of work plans, budget requests and technical project performance reports and participate in the weekly and monthly project performance review meetings

· Conduct targeted site supervision visits to Centre’s of Excellence for Technical Assistance, capacity building and mentorship of HCWs

· Conduct routine performance review at program level with the aim of identifying performance gaps and best practices for the supported cluster facilities

· Support monthly sessions of Granular site management in assigned sites

· Support the site level QI team in identifying and addressing program gaps through the development of continuous quality improvement (CQI) initiatives aimed at overall program performance;

· In liaison with the GBV technical Officer and the community partner to support the rollout of GBV clinical services and linkage of GBV survivors to psychosocial and forensic services.

· Contribute to identification and documentation of best practices and scale up of best practices

· Submit timely activity reports to line manager

Required Qualification

· Medical Doctor with at least 3 years HIV and TB/HIV prevention, testing, care and treatment services amongst children, adolescents, adults and pregnant and breastfeeding women

· A Master's Degree in public health or related field is a distinct advantage

· S/he must have undergone training in global HIV management including MoH test and start guidelines

· Training in advanced HIV treatment course is an added advantage

· Fluency in French, and working knowledge of English are key requirements

Required competencies, skills and experience

· Experience in establishing and sustaining working relationships with the MOH at regional and district and facility level;

· Significant and up to date knowledge of the current ART, PMTCT, TB/HIV, HTS guidelines, standards, tools and best practices;

· Experience in HIV and TB/HIV prevention, testing, care and treatment services amongst children, adolescents, adults and pregnant and breastfeeding women with demonstrable results and expertise in initiating TB/HIV care and treatment services in a public, faith based or private health facility; knowledge of differentiated HIV model of care is a key requirement;

· Demonstrated experience in organizing and facilitating training, mentorship and capacity building of HCWs in TBHIV prevention, care and treatment areas;

· Knowledge of PEPFAR Program and MOH/NACC reporting requirements including familiarity with the data collection and reporting tools used by MOH;

· Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills;

· Self- managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills;

· Proficiency in French and work knowledge of English;

· Dedicated team player with ability and experience to work in a multidisciplinary team.
