The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 15 countries and at over 5,500 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 1,000—nine of 10 who work in the field—the Foundation’s global mission is to implement HIV prevention, care, and treatment programs; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

Job Purpose

Through funding from UNITAID, EGPAF Cameroon is looking to recruit a Strategic Information and Evaluation (SI&E) Advisor for the Catalyzing Pediatric Tuberculosis program. This four-year project will contribute to the reduction in morbidity and mortality due to paediatric TB by removing critical barriers to facilitate scale-up of pediatric TB in 9 sub-Saharan African countries: Cameroon, Côte d’Ivoire, DRC, Kenya, Lesotho, Malawi, Tanzania, Uganda, Zimbabwe, as well as in India. More specifically, this program aims at increase case detection 2-fold overall; providing TB treatment to 16,471 cases, including 12,353

Job Summary

The SI&E Advisor, UNITAID CaP-TB Project, is a detail oriented, self-motivated individual who will lead the country-level routine monitoring and evaluation components of the UNITAID Project. He/she will be a key member of the country and global project team, and will work in close coordination with EGPAF staff at country and global level. He/she will draw from the global project M&E framework and plan to ensure that routine data is collected, entered into the appropriate database, reported and reviewed in a standardized way and according to UNITAID Project Plan and Log frame as well as the UNITAID Country Operational Plan and Work Plan. He/she will routinely review project data to check for quality issues and propose solutions to improve data quality. He/she will work under the direction of the Country SI&E Director, and in close collaboration with the UNITAID Cap-TB Implementation Manager, to design and implement systems, tools and processes for routine data collection, reporting, and analysis as needed. He/she will provide project staff and POC EID site staff with mentoring and coaching as needed, to ensure that project data is collected and reported accurately. He/she will also receive technical oversight, guidance, and training from the global team’s Senior SI&E Officer, based in Washington, DC.

Essential Responsibilities:
  • In-Country M&E Support:
With technical support from the Global Senior SI&E Officer for the UNITAID project:
  • Provides M&E technical leadership to the country UNITAID project team in the standardized collection, analysis, and use of project data for report generation and program improvement;
  • Supports the development and implementation of data quality assurance strategies in the respective country programs; and
  • Provides support in the planning, design and standardized implementation of program data use, evaluation and operations research studies, as appropriate.
  • Provides guidance, advice and technical support for country-level data management for the UNITAID project.
  • Supports the development and implementation of tools – such as checklists and templates - and standard operating procedures (SOPs) to support effective and efficient data collection, data entry, and data quality assurance.
  • Actively shares knowledge and project tools to support the gradual transition of UNITAID project activities to country governments by the end of the four-year project period.
  • Conducts training on data collection and quality improvement for UNITAID project staff and facility-level staff as needed.
  • Responds to requests for information from the Global Senior S&IE Officer, other members of the global project team, MoH, and other stakeholders as needed.
  • Manages and oversees the quality of the work done by Data Clerks entering data for the project.
  • Data Management & Reporting:
  • Compiles summary data and program content to Foundation reports, briefings, policy statements, media releases, etc.
  • Develops and/or manages in-country data management system.
  • Supervises and/or manages data entry into EGPAF/UNITAID data management system.
  • Performs data validation and analysis for reporting purposes.
  • Other responsibilities:
  • Conducts visits to project sites as needed to ensure high performance and data quality;
  • Recommends any additional M&E related procedures/policies to the UNITAID Implementation Manager for approval and adoption.
  • Plans for, designs, and participates in the implementation of M&E capacity-building initiatives for country staff and partners.
  • Adheres to timelines and due dates for relevant deliverables as requested by the UNITAID global team.
  • Attends relevant EGPAF and UNITAID meetings, trainings and presentations as requested.
  • Facilitates and enables use of logic, data, and contextual knowledge to guide decision-making.
  • Other duties as required
Required Qualifications
  • Language: bilingualism (French and English). However, speak one language fluently and the ability to mentor in the other language is absolutely required;
  • Graduate degree or diploma in public health, epidemiology, statistics, M&E or other relevant fields required
  • Previous experience working on HIV/AIDS programs is preferred
  • At least Five years’ experience working in public health monitoring and evaluation
  • Ability to travel to project sites as needed [30 %].
  • Overnight stays may be required.
