The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 16 countries and at over 5,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of over 3,100 — nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

Job Summary

The SI&E Manager is a member of the SI&E department, and she/he will:
  • Support the development of the M&E plan and data management plan
  • Lead the planning, organization and coordination of M&E activities and processes within the project
  • Lead the revision of the project log frame; develops / revises tools and SOPs
  • Lead the training of staff in M&E Systems and practices
  • Support site preparation and activation
  • Provide leadership in monitoring M&E system and M&E supervision
  • Support proper implementation of the M&E plan and data management plan
  • Support data quality audit, data analysis and data reporting
Job Responsibilities

· [Support development of M&E plan and Data management plan

· Support mapping of stakeholders who have a presence at EGPAF supported sites, and their interests

· Support organization of meetings /working sessions with key stakeholders working in EGPAF supported sites to collect the needs and the expectation of stakeholders

· Lead the drafting process of building/ upgrading the log frame of each project under the Grant Portfolio (Atteindre95) (French and English versions)

· Lead the draft of supportive documents (slides, word) to explain revision of log frame, M&E minimum package of activities and tools for the grant (Atteindre95)

· Lead mapping and site preparation documentation and reporting of various indicators

· Lead the development of monthly and weekly SI&E workplans

· Participate in the development of other SI&E strategic documents (M&E plan, Data management plan, Data use strategic document)

· Support proper implementation of EGPAF Cameroon’s M&E plan

· Participate in the designing of various tools and databases

· Supervise revision of project data flow

· Support monitoring of site level data processes

· Supervise proper implementation of data management plan

· Supervise proper implementation of data quality assurance strategy

· Supervise proper implementation of data usage strategy

· Provide more M&E technical support to HIV Services Senior Technical Officer

· Lead the development of various M&E tracking tools (M&E activity tracking template, regulatory and audit calendar, risk register, log tools, etc.)

· Tracking of M&E system activities as detailed in the workplan and M&E practices according to 2018 revised standards

· Support data analysis, data usage, data reporting (DATIM; CDC; MPH)

· Lead expenditure reporting from the SI&E perspective

· Other duties as required

Other responsibilities

· Support development of training material and participate in trainings related to the various key missions

· Participate in various stakeholder meetings as needed

· Conduct site visits and supervisions as needed

Required Qualifications
  • Degree: At least Master 2 degree or equivalent experience in biomedical sciences, public health, healthcare management or related field with a minimum of 5 years of work experience
  • Fluency in French and English is required
  • Other skills required: Good interpersonal skills, available and flexible on time, be interest in HIV field topic; be rigorous and motivated, and have a minimum knowledge of Microsoft Office package (Word, Excel minimum) and the Internet; experiences in conducting training; good written and oral communication skills
Knowledge, Skills, and Abilities
  • Demonstrated expertise working within multi-cultural and multi-national teams in developing countries, including with Ministries of Health and/or other implementing partners
  • Demonstrated expertise in providing targeted technical assistance on various M&E themes of public health programs
  • Demonstrated expertise in developing databases and dashboards
  • Strong and demonstrable proficiency in Power bi, Microsoft Access, Microsoft Excel
  • Strong communication skills, both oral and written, required
  • Proven ability to work effectively as member of dynamic team in a fast-paced environment, very demanding
