With funding from CDC/PEPFAR Cameroon for the Atteindre95 project, EGPAF is supporting the Ministry of Public Health and the Government of Cameroon to scale-up HIV Testing Services (HTS) to ensure that 95% of people living with HIV know their status, that 95% of them are initiated on ART, and that 95% of those on ART are virally suppressed. EGPAF is also supported by other donors such as Unitaid to implement innovative approaches for Early Infant Diagnosis of HIV and catalysing Pediatric Tuberculosis services.

Job Summary

Reporting to the Director of Clinical Services, the Technical Advisor for HIV Services for Pregnant and Breastfeeding Women is responsible for providing overall leadership, coordination and management for the implementation of integrated and high-quality HIV prevention, counselling and testing, integrated MCH model PMTCT and postnatal HIV care and treatment services across all EGPAF supported sites in Cameroon.

Working in close collaboration with the Ministry of Public Health, s/he will provide technical oversight and capacity building to EGPAF Staffs and health care workers in supported sites to assure delivery of quality, relevant and quantifiable services. S/he will ensure all EGPAF staffs and HCWs have capacity/skills to manage, deliver and sustain provision of comprehensive HIV care, treatment and prevention services for pregnant and lactating women, HIV exposed infant (HEI) and HIV infected infant (HII) while integrating these services with MNCH/FP/RH services in MCH settings. S/he will support the Technical Advisory Team in standardizing quality by ensuring that the Program Officers are carrying out continuous quality improvement, tracking key performance indicators and strategies to determine progress and innovations across supported region/districts/sites, will take lead in the planning of health systems support and health systems strengthening activities designed to increase quality of HIV care and treatment and MNCH programs.

Key Responsibilities

Supervising and providing strategic direction for PMTCT/MNCH/FP and RH services, s/he will:

· Provide technical assistance to the Ministry of Public Health at National, Region and District level for the development and implementation of policy and programmatic documents to improve integrated HIV/PMTCT/MNCH/FP/RH services;

· Oversee development of integrated HIV/PMTCT/MNCH/FP/RH facility interventions and work plans and oversee the implementation, including the introduction and roll out of cervical cancer screening, mortality audits, and audits of each case of vertical transmission of HIV.

· Support the MoH to develop and roll out PrEP in supported sites.

· Improve prevention among mend and adolescent girls and young women (AGYW);

· In liaison with the HTS and Lab team, ensure the systematic rollout of the updated guidelines in all supported sites, including for VL testing algorithm for PBFW and EID algorithm for HIV Exposed Infants;

· Participate in carrying out service quality assessments and implementing continuous quality improvement projects at site level to improve quality of services in supported sites

· Support the rollout of cohort monitoring for PBFW and their infants across all EGPAF supported sites;

· Liaise with the SI&E and other teams to support sites for the granular data analysis for HIV services provided to PBFW and their infants;

· In liaison with the program teams and community partner, ensure the increase of the uptake of HIV services in pregnant and breastfeeding women as well as the strengthening of the retention into care for women enrolled in the PMTCT program all through the postnatal services;

· Ensure the integration of HIV services within FP/RH and child welfare services; administer and track pregnancy intention among women LHIV and refer for appropriate FP/RH services;

· Conduct targeted site supervision visits to EGPAF supported regions, districts and sites for technical assistance, capacity building and mentorship of HCWs. Ensures

Required qualifications

Medical Doctor/PhD in Nursing with at least 7 years of continuous HIV program implementation. A Master’s degree in Public health or other related degree is a distinct advantage. Fluency in English and French is a requirement.

Required competencies, skills and experience

· Experience in managing a large, diverse and dynamic team of health professionals providing integrated PMTCT/MNCH/FP/RH and HIV services

· Experience in establishing and sustaining working relationships with the Ministry of Health at National, Regional, District levels and health providers at site level

· Significant and up to date knowledge of the current PMTCT, MNCH, FP and RH guidelines, standards, tools and best practices. Up to date knowledge of general HIV management is a pre-requisite

· Experience in establishing and sustaining HIV care and treatment services within MCH and CWC settings

· Demonstrated experience in organizing and facilitating mentorship and capacity building in PMTCT/MNCH/FP and RH

· Thorough knowledge of PEPFAR Program and MOH/NACC reporting requirements including familiarity with the data collection and reporting tools used by MOH/NACC

· Proficiency in computer basic skills- MS Office; Internet; Basic data analysis skills

· Self- managed, self-driven, results oriented individual with excellent communication, interpersonal, report writing and analytical skills

· Dedicated team player with ability and experience to work in a multidisciplinary team

· Creativity/Innovation – Develops new insights into situations; questions conventional approaches; encourages new ideas and innovations; designs and implements new or cutting edge programs/processes.
