Position: Technical Officer -Pediatric Training Center of Excellence
Background of the contracting organization
The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF, or the Foundation), a non-profit organization, is the world leader in the fight to eliminate pediatric AIDS. Its mission is to prevent pediatric HIV infection and to eliminate pediatric AIDS through research, advocacy, and prevention and treatment programs. The Elizabeth Glaser Pediatric AIDS Foundation (EGPAF) has worked in Cameroon since 2000 through local and established international organizations and presently has an established office in Cameroon. PURPOSE/SCOPE OF WORK
The assignment presented in this scope of work (SOW) is to provide comprehensive cost-effective technical assistance (TA) and program implementation in the two programmatic areas of 1) prevention of mother-to-child transmission of HIV (PMTCT), 2) HIV care and treatment clinical services for adults and children at the pediatric training center of excellence of the Regional Hospital Bamenda beginning from the March 1st 2017. .
The pediatric training center of excellence aims at ensuring the implementation of high quality HIV/AIDS services in line with national and international standards, through training, supervision and mentoring of health care providers. The Technical Officer for this position will regularly interface with facility staff and should be well versed with the functioning of the Cameroonian health system. S/he will support the day-to-day functioning of the pediatric training center of excellence. In order to achieve this objective, the Technical Officer’s responsibilities will include, though not limited to;
Planning
The Technical Officer will develop and submit to the Technical Director of EGPAF Cameroon, a budgeted monthly work plan in line with project work plan, clearly outlining planned activities, time line, objectives, and indicators of verification. S/he will review and validate the monthly work plan of the staff under his/her supervision.
Implementation
The Technical Officer will ensure the full implementation of the monthly work plan within time line and budget in the most cost-effective manner. S/he will ensure the efficient management of the site multidisciplinary teams to achieve project objectives.
Trainings and mentoring
The Technical Officer will organize, supervise and coordinate the training and mentoring of a multidisciplinary team of health care providers within and out of the pediatric training center of excellence using trainers and mentors from this center.
Coordination
The Technical Officer will hold weekly and monthly coordination meetings with staff involved in pediatric HIV/AIDS to identify implementation status, problems and possible solutions within the context of a multidisciplinary team work.
Supervision
The Technical Officer will conduct formative, facilitated and supportive supervision of staff to ensure the quality of care along the pediatric HIV/AIDS care cascade
Monitoring, evaluation and reporting
S/he will monitor and evaluate the use of data collecting and reporting tools and the performance of the facility with regards to pediatric HIV/AIDS care and treatment. The Technical Officer will elaborate and submit monthly report of activities to the Technical Director on or before the 5th of every succeeding month.
NB: The Technical Officer will be required to carry out other duties as assigned.

MINIMUM REQUIREMENTS
Probation period: There will be a probation period of 03 months before being confirmed for the position.

- At least three (3) years of experience in public health or a related field
- A strong background and substantial experience in the provision, supervision, and coordination of HIV/AIDS services,
- Proven experience in coordinating and facilitating meetings and workshops
- Proven experience in project management and implementation
- Substantial experience working in Cameroon with the MOH
- Medical Degree is required
- Fluent in both written and spoken English and French
- Able to work legally in Cameroon as a resident or through a valid work permit
