The Short-Term Consultant (STC) will be assigned to the Integrity Vice Presidency’s Investigations and Forensic Audit under the supervision of the Head of the INT’s Internal Investigation Unit (IIU).
Exigences
Advanced university degree, or equivalent, in law, criminology/criminal justice, or another relevant field.
Substantial, relevant and progressively responsible investigative experience of at least 5 years, preferably but not limited to investigations of fraud, corruption, collusion, coercion and/or obstruction in public and/or private sector environments. Examples of such experience include prosecution/defense work involving white-collar criminal or administrative investigations; forensic accounting and auditing, investigative journalism, and private sector (commercial) due diligence and/or fraud investigations.
Proven track record in conducting a diverse range of complex, internal, corporate or governmental investigations of fraud, corruption or collusion or another similar multilateral or bilateral development organization.
Relevant investigative experience, preferably in (i) areas related to the investigations of fraud, corruption, and/or related acts of staff misconduct; and (ii) Bank operations and/or Bank corporate procurement (or comparable experience with another similar multilateral or bilateral development organization).
Proficiency in MS Office software (MS Word, MS Excel, MS PowerPoint).
Proficiency with forensic tools, analytical tools, and case management systems would be an advantage.
Proficiency with Bank internal data sources, including SAP, WBDocs, Client Connections, is desirable.
Comprehensive knowledge, skills, and abilities involving investigative strategies, methodologies, and techniques. Proven conceptual, analytical and evaluation skills, with quantitative and qualitative data and the ability to provide technical and team leadership. Demonstrated interviewing skills, including the ability to focus interviews, and to elicit critical information from uncooperative witnesses.
Excellent communications and presentation skills, both oral and written; proven ability to clearly and concisely prepare, present, discuss and defend issues, findings, and recommendations at senior levels and to produce complex and compelling briefs, reports, papers, etc.
Fluency in both oral and written English. Proficiency in French is essential. Proficiency in one of the other working languages of the World Bank Group – Arabic, Chinese, French, Portuguese, Russian, or Spanish is desirable but not essential.
